1. Check out the Indie Guide page MIDI Loops and Sounds.

In this category, you will find many sites offering sounds and loops for free, or at least royalty free. This means that you would pay to use a song once and then never owe royalties in the future.

2. Perform a Creative Commons search for songs that can be used for free.

Search the Creative Commons database of songs to find sounds that can be used without fees or royalties. Be aware however that all works licensed with Creative Commons require attribution meaning you must give credit for the samples to the original composer.

3. Sample sounds from public domain songs.

Public domain songs include anything that was copyrighted before 1923. In the United States copyright lasts for the artist's life plus 70 years. Be careful with sampling classical music; although written hundreds of years ago the recent sound recordings of performances are under copyright.
