Harry Fox is a US-based society that handles mechanical rights for associated songwriters and their publishers. While you can work with Harry Fox to license your songs for others to use, most musicians use Harry Fox to obtain the mechanical license needed to record a cover song (a mechanical license is needed even if you intend to give your recorded version of the cover song away for free).
If you meet the minimum limits and if the cover song is in their catalog, Harry Fox makes it easy to pay for and download a mechanical license at their site through their SongFile service.
Note that if you want to cover a song that is handled in non-US locations, you may need to use other services.
