#EXTINF:233,No I’m Not Done Feeling Sorry For Myself <- the #EXTINF: is the start marker, the number is the song length in seconds, and the third item is the song title.

Most of the M3U tools are meant to create a local playlist, rather than one that’s online, so you may need to create these by hand. Fortunately, this is a simple process.
